Far Beyond Kites
By: Moatasem Hamadeh
July 24, 2018

Again, Benjamin Netanyahu reveals his papers in front of public opinion, when he confines the problem of Gaza Strip, in the kites fired by the children of the Strip, which led to fires in the settlements' lands and fields around Gaza. So, in order to put an end to these kites, Netanyahu has recruited his army, rockets, warplanes and hundreds of snipers along the barbed wire with the Strip, also he incurred the hardship of travel to the south, to inspect these settlements and calm the horrors of its inhabitants, ignoring, at the same time that these settlements are basically built on Palestinian land not only occupied in 1948, but also stolen from the Strip's lands at various times in the context of the conflict that has been going on since the Nakba, and that large tracts of these lands, which said to be owned by the Gaza Strip's settlements, were once the property of Palestinian farmers, who are still eagerly looking at them through the barbed-wire fence, in the Friday of anger and the marches of return and breaking the siege.

The children of Palestine, whom Netanyahu hates, are now the source of his concern, and the source of danger on the "truce". Even Nickolay Mladenov, the UN envoy to the Gaza Strip, did not hesitate to convey the message to the resistance leadership in Gaza, demanding them to stop the kites, so as not to ignite a new war with Israel. Perhaps it is a joke. But it is far from a joke.

Netanyahu knows that "the marches of return and breaking the siege" are his political headache , as they have revealed to public opinion, that the deterioration of life conditions in Gaza, the environmental pollution, the deterioration of economy and the spread of unemployment, all these happens because of the siege, imposed by Israel on the Strip. And that Gaza Strip can regain its economic vitality and social activity, if it is "released", so that it has the freedom of movement with the outside, for population and goods, and the freedom of fishing in the territorial sea of the Strip, if it has air and sea ports. So, the Israeli siege and insistence on practicing the policy of strangling the Strip disrupt all this, by using various methods and pretexts, the last of which is the pretext of "children of kites ", who have become the first resistance battalion against the occupation presence of Israel.

Netanyahu is also aware that the resistance complex in the Strip, along with other complexes, caused by the Israeli occupation itself, are blocking the road to reach a solution that guarantees the legitimate rights of the Palestinian people. And that all his attempts to break the will of the resistance and destroy its infrastructure have failed, and even led to the opposite of what he aspires to. As resistance in the Gaza Strip has become more rigid, its strength has grown more and more, and its armament has enhanced.

So, if Netanyahu has claimed that he succeeded in destroying the "tunnels", which form a way out for the Palestinian fighters to reach to the heart of the Israeli army positions, the Palestinian resistant mind, who invented the tunnel weapon, would create weapons that never come to the mind of the occupation army leadership, including the well-known (kite weapon), and of which are still secret and not disclosed, except where necessary.

Therefore, Netanyahu and his army leadership have found themselves as victims of the irony of Palestinian destiny. They meet not to study the danger of the Iranian nuclear bomb, but to study how to overcome the failure to confront and fight the kites of Palestinian children. It seems that Netanyahu's officers do not have a solution to this "strategic dilemma", so they have resorted to escalation of warning, once directly, through Netanyahu's remarks on his inspection tour, in the "Gaza envelope" settlements, and other by UN envoy, Mladenov, to the leadership of the resistance, either to stop the "war of kites", or to resort to the assassination of Palestinian leaders in the Gaza Strip. If we compare the Palestinian act with the Israeli reaction, we will discover that Israel, although serious about getting rid of the kite planes, but it conceals other goals, that it believes them to be achieved by the alarms of assassination.

Israel really wants to stop the "kites’ war", because it embarrasses it in front of others. But Israel, at the forefront, wants to stop "the marches of return and breaking the siege". And the pressures on the Strip, the last of which, the closure of the "Abu Salem" crossing, was to stop these "marches", which have turned into political stations waited by the capitals of the world eagerly and expectantly, and every time they form a considerable reaction against Israel, due to the blood, shed by the bullets of snipers spread along the barbed wire.

Israel wants to reach with the resistance to a permanent "deal" of long-term ceasefire, which brings it out of its crisis, as it is accused by Israeli observers for failing to have a strategy to deal with the situation in the Strip. Therefore, the Israeli military leadership believes that because of the failure and the impossibility of eliminating the resistance in the Gaza Strip, the solution must be "political, that means reaching a truce with the resistance in the Gaza Strip, that constitute a new phase with the Strip, i.e. engaging it in the political solution that looks on the horizon, and called the "deal of the century".

If the "deal of the century" in the West Bank has special aspects (the settlements - Jerusalem - the refugees - the rights of the prisoners and the families of the martyrs) it is demanded in Gaza Strip to have a special character. For example, in addition to stopping the " marches of return and breaking the siege", stopping "kites" and "burning balloons", Israel stops the policy of sniping because it is no longer necessary and in addition to the long-term "truce", it exchanges prisoners, so as the Netanyahu government brings back those it believes as prisoners of its own soldiers in the Gaza Strip. All this pave the way for a more serious discussion, with greater enthusiasm about the "humanitarian projects" for the Strip, either through Mladenov's plan or through other ways, to resolve the living issues of Gaza Strip accumulated since 2007, so that "prosperity" begins and extends its threads to large segments in the Strip. Especially if all this is accompanied by progress in reconciliation, lifting of sanctions on public employees and solving the pending issue of Hamas' employees as a controversial issue.

Funds flow into Gaza Strip. Projects also flow and in this context, political solutions and scenarios flow.

Does Gaza Strip need funds? Yes, it needs.

Does Gaza Strip need developmental projects? Yes, it needs. But should its gate be:

The national reconciliation and ending the division;

The return of unity between the Gaza Strip and the West Bank;

Heading to the national program, closing the Oslo page, and implementing the decisions of the National Council.

By this, Netanyahu, the "deal of the century" and the small dreamers, miss the opportunity.
