The Speech of Smugness and Clearness

Before Trump's word in front of the United Nations General Assembly, he has made the policies of his administration towards everyone clear, and we, the Palestinians, have been affected mostly by the hostility of these policies. Therefore, the content of the speech did not come up with anything new, as we expected.

This does not mean that his statement passes without research, especially as it confirms that we are in front of a well-established American policy, and that the hustle and bustle of Trump does not indicate at all that there is an impulsive stance based on temporal reactions in his positions, and that the arrogance in the content of the speech and the tone of the speaker are inseparable from the mechanisms adopted by Trump's administration to implement its policies, which their essence is based on threatening and blackmail.

Despite this weak speech, the clearness of its intentions maybe form an alert to those who think that there is a midway path to be a point of convergence with these policies.

President Trump continues to say that he is keen on "achieving the peace between the Palestinians and Israelis". And this is one of the repeated headlines in his administration's statements about the "deal of the century". So, when he declared his recognition of Jerusalem as the capital of the occupation and transferred his country's embassy to it and besieged the UNRWA, he was presenting his own administration's definition of the content of "peace" which he seeks to impose.

The administration has not adopted the increasing steps mechanism to implement its plan to anticipate the reactions to every step, but to accumulate facts on the ground. The first who exploited this goal was the Netanyahu government, so it has been active in the implementation, starting from Jerusalem. And considered that the opportunity has become appropriate to reshape the map of the West Bank by dividing it to two halves and isolating Jerusalem from them. From this perspective, the Netanyahu government intends to demolish the Palestinian gathering of Al- Khan Al-Ahmar and uproot its inhabitants. Moreover, the American position on the issue of Palestinian refugees and its other definition of the Palestinian refugee has motivated Israel to issue an official document through the Israeli Foreign Ministry that corresponds to the American position in this regard. This means that Israel is in the process of implementing practical policies that affect UNRWA's future and function as defined by the United Nations.

With regard to the settlements, Tel Aviv's activation of expansion has been accompanied with a package of laws that seek to legitimize all settlement outposts, in addition, the Netanyahu government has extended the implementation of the "Jewish State Law" to East Jerusalem through the issuance of decisions by the Israeli courts, in favor of asserting the settler's ownership to any property that has a legal dispute with its Palestinian owner, just because he/she is a Jew.

Thus, the settlement process has moved from talking about the existence of a Palestinian partner in the solution to US-Israeli implementations that have excluded the supposed partner and placed it before two options: either to accept and ratify what is going on or to continue to receive the sanctions, while the implementation steps continue.

The absence of a "new" in Trump's speech is an affirmation for Tel Aviv that what remained in the American pouch, is an extension of what has emerged from it about the Palestinian issue, and that it can continue its applications to the relevant American positions. This is one of the papers that Netanyahu will invest in the upcoming elections especially that the Israeli opposition did not find in the American positions on Jerusalem and the refugees what is contrary to its policies on these issues. It is therefore illusory to assume that the settlement complex is confined to the Netanyahu government.

As Tzipi Livni headed the Israeli delegation in the post-Annapolis Conference negotiations and refused to address the Jerusalem and border issues. At that time, she presented maps for the Palestinian West Bank that would shape the Israeli security interests. And her today's talk is about the "two-state solution", is merely an attempt to declare its presence in the political scene as an opposition.

What is important in the mentioned above is that the American plan is very clear and there is no place in it to embody the Palestinian rights. This is the basis of the union of the American and Israeli positions on the "regional solution". Thus, there is nothing the Palestinians can expect from this solution. Therefore, the only way before them, is to internationalize their cause and rights.

The Trump and his administration attack on the United Nations and its institutions clearly reveals that the internationalization of the Palestinian issue contradicts with the objectives of the "deal of the century". This administration, too, does not want to repeat what happened in the fall of 2012 when the United Nations recognized Palestine as a state under occupation with June 4th 1967 borders, and with East Jerusalem as its capital and opened the door for its membership in its institutions. Therefore, the most pressure is exerted on member states so as not to interact positively with any Palestinian effort in this direction.

The issue of the internationalization of the Palestinian issue was one of the most prominent issues, endorsed by the Palestinian Central Council at its 27th-28th sessions, in addition to the launching of the Palestinian popular resistance after the Council decided that the Oslo Accords and their security, economic and political constraints should be aborted . This is the basis of the alternative Palestinian policy that can bring the Palestinian situation back into the circle of action and initiative and stop the deterioration of its situation.

On the eve of President Abbas's speech before the General Assembly, it can be said that the implementation of the decisions of the Central and National Councils, is the actual position, capable of facing and resisting the "deal of the century", and the only language in which the international community recognizes that the Palestinian national consensus is moving from decision-making to action.

President Abbas' speech in the fall of 2012 gained its real strength from its conclusion by submitting a request to recognize the state of Palestine in the United Nations. Its strength can now come in the case of a request for active membership, along with all urgent measures such as the arbitration of "the International Criminal Court" about the crimes of occupation in settlement, house demolitions, displacement and ethnic cleansing, practiced along with the Trump administration's policies towards the Palestinian rights and requesting for the protection of the Palestinian people.

With regard to the American plan and the "regional solution", there are urgent measures that are supposed to be implemented, starting with the actual termination of the Oslo remnants and the policies that brought them, as well as the rehabilitation of the national liberation program as a substitute for the failed bets that only produced disasters for the Palestinian people and its national rights.

Confronting the dangers of the "deal of the century" requires practical steps to mobilize the elements of the Palestinian force in the face of the increasing steps of the American-Israeli project, which if ignored, they will not leave us anything.
